Dr. Scott Baker

Dr. Scott Baker brings almost 30 years of experience as an educator in K-12 public schools, having most recently served as superintendent for Spotsylvania County Public Schools since 2012.  As an educational leader and practitioner, he has worked at every level of public education, beginning in special education as an instructional assistant.  Scott received his Ed. D. in Educational Administration and Supervision from the University of Virginia and his Master of Arts in Educational Administration from Virginia Commonwealth University.  Scott has served on numerous regional and state-wide education association boards and councils.  He remains active on many of these including the Virginia Association of School Superintendents (VASS).

Nadia Hillman

A veteran instructional leader with a range of K-12 public school experience. Offering proven ability and innovation to build the capacity of teachers, administrators and community members to serve the needs of all student populations. Proficient in student-centered school site management, results-oriented team building, and district level educational services leadership. Well defined interpersonal, collaborative and digital communication skills.

Dr. Michael Gill

Dr. Gill started his career in education in 1997 as a high school history teacher in Caroline County and has served with distinction in a variety of roles since that time, including as the former Superintendent of Hanover County Schools. He has also served and continues to serve on several local, regional and state professional boards, and has numerous professional affiliations. Dr. Gill earned a Doctor of Education, Master’s degree, and post-Master’s certificate from Virginia Commonwealth University. He also earned a Bachelor of Arts degree from Western Kentucky University.

Dr. Herbert T. Monroe

Dr. Herbert Monroe, known as "Doc", is Assistant Superintendent of Caroline County Public Schools and a member of the Virginia Advisory Committee on Culturally Relevant and Inclusive Education Practices. As a husband, father, mentor, and motivational speaker, Doc has impacted those who know him and people throughout his community.
